817、818的本质是一样的，几点看法请指正：
1、818省略了WHAT，补全了应该是：
The reports from the Department of Commerce indicated that the economy had grown at an annual rate much higher than (what) most economists had predicted.
2、817省略了太多的东东，补全了应该是：
The report on the gross national product—the nation’s total production of goods and services—showed that second-quarter inflation was somewhat lower than (what economists [or someone else]) previously estimated and that the savings rate was slightly higher (than what economists [or someone else] previously estimated).

在问什么，我好象没怎么看明白呢？
不过我想这两道题考的本质可能不太一样的吧。

817主要的考点是平行和时态。that 的平行，以及过去时的应用。

818考查的主要是两点一个是时态，一个是冗余。occur是没有必要的词汇。

至于gemj GG/DD：）所说的省略我觉的应该是正确的。

不好意思，不知道说的还对不对，我有一阵子没看语法了。
最近杂事缠身，一直不能全力的看G，偶也快考了，偶也要加油哦，总不能再延了

我的想法是, 既然会省略, 就表示句子中省略的元件有和前的内容重复, 且已经能被读者理解.
所以还原后的句子会看起来笨笨的. 我是初学者, 如果这想法有错请纠正我.
