动作不管是持续到现在还是对现在有影响，都必须发生在“过去”吧？才能持续到“现在”。
如果用了现在完成时就说明constitute这个动作发生在“过去”，他怎么可能constitute一个“现在”才call的东西呢？
这就好比说乔帮主在2009年发布了iphone 6 plus。。。。不符合逻辑。

我觉得你第二道题的Decision Point找的都有问题，你这么做题简单题变复杂。这两题考试中的分数值不会超过550。关键是找对DP。
第二题根据compliance是单数，直接排除ACD，剩BE，法律法规要么用doing要么用that do（具体内容），不可能用to required。B正确。完全不用到有没有be的问题。选项没有一定正确的，只有相对更好的，只要剩下4个选项都错，剩下的最后一个即使用requiring that xx be on nets也是正确的。
考试遇到的题是这样的，一个一个比你算算多久做出来这题。
