答案是D , 但是感觉spending得主语也不明确啊

还有C是不是吧最后一个逗号去了就正确？

spending做伴随状语，不是主语。

c即使去掉逗号也是不对的。spend后的逻辑意思不是和impose,require平行的。所以不能用and.

我觉得C去掉最后一个逗号的话，就还要在require前面加and

但是不要去修改选项啦，还是不知道出题者的思路，这样讨论没意义的

为请问什么spending可以修饰doctors ，这个知识对我是个盲点

我只知道（1）：现在分词在句末修饰主句主语（那本句就应该是spending修饰plan了，现在分词到底有没有就近修饰的用法呢?）

         （2）：现在分词在句末修饰前面整个句子，表示结果
