2. forbids the transportation union from striking.
3.forbids that there be a strike by the transpotation union
4.will forbid the transportation union from striking
5.will forbid that the transportation union strikes

answer is a,,why

forbid from是错误的搭配排除2和4
3里there be a strike 不对
1和5 中 1比5好 1是forbid sth的搭配形式另外没有必要改变时态所以排除5
