这个题的正确答案是E, 但是我觉得e项中有两个谓语，will be allowed 是不是前面少了that ???

准确的说, 应该是"the amount of grain"后面省略了一个"that".
"that farmers will be allowed to grow"作为定语修饰"the amount of grain", 在这种结构中, 往往可以省略"that"而不引起歧义.
