问个虚拟语气的的问题 og11-83

Most state constitutions now mandate that the state budget be balanced each year.

A: mandate that the state budget be balanced

B:mandate the state budget to be balanced

C:mandate thate the state budget will be balanced

D:have a mandate for a balanced state budget

E:have a mandate to balance the state budget

我的问题是为什么B不对。如果用虚拟语气当然A没错，可以用不定式又有什么问题呢

mandate X to do Y, mandate X to be done 都不对.

我好像也查不到，习惯用法真讨厌

但是按照考试思路，如果虚拟语气省should,应该优先考虑，
