First, Congrats to neo1001.
I got the offer from UW-Madison today too, but my experience is different. The school had a phone interview a week ago. I am not sure how many students they are going to accept for 2008. If you applied Madison but haven't heard any news, don't give up, they will make more interviews this week.
The stipend of 29K per year is pretty attractive. The Chair said that the phd program is expanding now and is well funded.
