申请HR的Phd，master小学校educational，有希望申到好的学校吗？

现在读master of art, psychology下的专业，但学校很小，不知名，想读完后申请HR的博士，本科商科在国内读的，在国内外企工作两年出来的, G700+, 能申到什么学校阿？又没有必要换到好一点的学校读master？

It is really hard to say. I would suggest you had better attend more research seminars and know more professors in the area that you want to join in.
