书上的解释是选B，解释说establishing 是作为increase government reulation 的伴随动作状语，说C错的原因是 to establish作为increase government reulation 的目的，逻辑关系不合理。

不明白为什么作目的关系不对，另外伴随状语不是一般都是同时发生的动作么？放到这里怎么翻译，哪个大牛能给讲讲？谢谢啦！！

如果说是目的状语的话，不应有逗号吧．Ｂ逻辑性更合理．

我也看到这个题了，如果用to的话，连接起来(不用逗号）更合适吧？

另外楼主题有抄错的地方，书上C选项后是that，因此选择B就没什么疑问了，对吧？

另，同时觉得“otherwise could be uncovered for months. ”这句用的真的是言简意赅。
