这里为什么要用what it was in呢？
难道B不够工整么？

因为用fast 去形容rate是不对的，很奇怪，
除非是increase in rate 才通

Rate was nearly twice as fast as it was in the 1970’s---- as 后面好像不能加从句。
Twice as fast as the rate in the 1970应该就对了。
