Normally the UG GPA is way important than your graduate school.
But I do think you have a pretty good explanation for the discrepancy of your GPA: just say you didnt like mathematics as much as law and as a Chinese student, obviously you couldnt choose the major you like. It might make the law school admission office treat your law GPA more seriously.
