时态没有问题,whether balloon angioplasty preceded by ultrasound is any better for heart attack patients than the balloon procedure by itself应该算是"真理"类的东东.

这边要保持"平行",所以precede with不用考虑.另外,这个固定用法的意思在这边也不合适.

一般的介词只能接疑问词引导的宾语从句，不能接that引导的宾语从句。but that=except that  in that=because  这三个介词+that从句属于例外，约定俗成的用法。
