因为that (were) 指programs。请NN指点。。。

in large measure responsible for的意思是说负很大程度上的责任，那么A里面that修饰programs然后后面用were表被动，意思上面不正确，应该是这两个女人负责，B就表达了这个意思！

个人理解，不是很全面，望指正！

我觉得THAT WERE WHAT比THAT WERE FOR WHICH合适,我选A,请指正！

所以必须将for 拿到前面如B所述…..
