请教less than和fewer than

D答案给出的解释是was应该改成were对应one percent of homes复数

那么A答案不是也错了吗？既然one percent of homes是复数，为什么不是electricity in fewer than one percent of homes with electricity？

非常困惑。现在一遇到less than和fewer than就区分不清楚。求教这两个词组除了单复数外到底有什么本质区别。

什么时候less than又可以用在名词是复数的前面？

A中用was，是因为electricity是主语啊。less than是修饰one percent的，less than one percent 修饰homes。

D中there be结构，谓语与宾语主谓一致，less than one percent of homes。核心词是homes，是复数形式的。
