答案是E，其他的都错，OG解释答案E对的时候，认为are enrolled的逻辑主语是

people。是不是这么认为的，因为as many as are enrolled in。。。。修饰的是nearly

eight million people，所以are enrolled的逻辑主语是people？？？或者有其他的解释方

法？？thanks
