从答案来看，仿佛要用The cost to the United States petroleum industry，不能用the cost to meet environmental regulations．那Ｄ为什么不好呢？　Ｅ里面那个of meeting看着就是不舒服啊．

另外，为什么不能用Indutry's cost to meet....　我想不通啊．有语法解释吗？
