[请教]OG 11th - 81 & 82

这句话怎么解释捏？问了一个朋友，他说their wines are price to sell的意思的“酒商的红酒被降低到了一个可以出售价格”。我怎么也想不通。

82. Senator Lasker has proposed legislation requiring that employers should retain all older workers indefinitely or show just cause for dismissal.

OG里面的解释是如果requiring引导了一个从句，那么不应该使用should。可我原来写类似的句子几乎都会用个should，反而读着很顺口呢。为什么用should就错了呢？？？？
