不可能是动词，因为double在这里是属于that引导的从句的一部分，这个从句中已经有were作动词。作为句子的修饰语，只可能是adj, adv, or participle.
另外，OG中的解释中有说到如果B选项为twice as many as in 1977, 则B也正确，twice 不可能作动词，说明这个句子根本不缺动词。
