大全中选择C但是我查资料的时候，有慢哈顿的staff说：
Correct answer is D, not C.
In D, it says (passively) "a sacred truce was proclaimed" - so now we know that the unnamed people behind the Games proclaimed the sacred truce, etc.OG says, the correct choice is (D).

OG's explanation says - It is not clear who would be doing the proclaiming; a clause is preferable to phrase.

根据题意，应该是pugnacious states proclaim truce ( 好战的城邦宣布休战）主动优于被动，选C

但建议你要多看看OG~~~
这题是OG12th SC T59 一模一样的~~~
而答案也像那位staff所说的，要选D

至于c为什么错~~这个，很明显是指代不明了~~~
