这道题我选的A,答案是D，但是我觉得D项的一般现在时跟前面的reduced不对应啊，我看了这道题的讨论帖，也看不懂，请大牛解释一下，谢谢！

过去完成时，除非句中有明显的提示，才用，一般不用过去完成时的。
我一开始也被1972年给迷惑到了。
实际上，该句的意思是这个协议减少了现在政府可向great lakes投phosphates的量。

那请问一下C中除开其他错误来看，用现在完成时可以吗？OG上说应该换成are allowed，但是只解释了为什么不用过去完成时，没解释为什么不能用现在完成时

这道题是用排除法选的，只是在选项中选更好的，如果是现在完成时也不对啊。因为那个协议还在起效用。
