一道GMATprep语法题

Fundjuhl总结的GMATprep语法题一道（有她/他的解释），比来比去，我也只有选B。但是根据白勇语法，不是只有once和whenever可以直接跟名词吗？请哪位朋友帮忙解释一下，谢谢

whether..or本来就是固定搭配

且whether在这里是连词，可以接名词，短语，或是句子都应该没有问题

另外，whether后面所接的单数可数名词为何都不加S?
