答案是D，我想问的是D中they指代是否存在歧义？因为前面复数名词有两个journalists和nuclear power stations.

答案是D但大家不觉得其中的they有指代A majority of the international journalists 的嫌疑吗？

1、同意，从语法上，THEY可以指代任何前面出现的复数名词，但是这里是宾语从句的主语，没有优先指代的问题，所以核心是根据句子意思。
2、从句子意思上，THEY指代POWER STATIONS合理。
3、选项比较，A、B直接排除，结构不对。C出现了你说的指代混乱问题，因为按照常规的解释，从句主语优先指代句子主语。E在GMAT里宾语从句应该补出THAT。
我认为，ETS的指代问题一直没有说清楚，经常自相矛盾，尤其最近在看TOEFL的语法，更是在句子结构和代词指代上存在GMAT认为的混乱。所以，建议从句子意思为核心出发，然后考虑优先指代的问题。从这个观点看，D要优于C。
个人观点。

代词的指代是个难点,确实有时说不大清.同意brave GG的意见.
做题最好有个优先顺序级,这样不容易出错.
