should是有的，只是被省略了而已，而且规定是要被省略的

recommended that  hospital (should） eliminate ...没看出eliminate用的是原型么，因为他前面有一个隐藏的should

不过我不太明白的是E为什么把原文的“consolidate”给省略了，这不是改变原意了么，我想知道OG上是怎么解释的
