IMHO, if you like behavioral research, UBC is your best bet. If you are comiitted enough, doing well in the master program should not be an issue. In addition, you get to see if you really like IS research.
BTW, do you have to pay for the cost of the master's program?

The gap between behavior and economics is quite big. Now, UBC gives you money. So go UBC la. Next year, you can apply better universities in US. Moreover, your one year in UBC will not waste your time. You can build up your foundational knowledge, and cooperate with professors.
If your research interest really lies in behavioral research, UBC should be your first choice. Benbasat is there. If you really want to study in US, you can apply again one year later. The experience in UBC will definitely strengthen your background and make u more competitive.
On the other hand, research interest may change. If you decide to attend US universities now, I think Purdue is better than Gatech.
