OG11 第62题

A 1972 agreement between Canada and the United States reduced the amount of phosphates that municipalities had been allowed to dump into the Great Lakes.

其他的两个选项很好排除，就不写了，答案是c，用are?不明白

句子说的是1972年的条约，后面也用了reduced..为何又用了are??

a. reduced the amount of phosphates that municipalities had been allowed to dump

b. reduced the phosphate amount that municipalities had been dumping

c. reduced the amount of phosphates that municipalities are allowed to dump

OG上的解释说了，现在还在倾倒所以要用一般现在时。根据我搜到的过去的讨论，很多人说agreement是个一般事实，要用一般现在时。

are在里面做什么成分?

reduce是法规的效果,用一般过去时, 而allow是法规的内容用一般现在时.

第一次做也错了,后来想了半天终于找到这个理由说服自己2个时态为什么不一样.

不过还是请NN讲解一下
