这句话的意思是,一个人一年的收入是不能说明这个人长期的财富情况的,更不用说一辈子了.也就是说个人的收入短期的变化是比较大的. 一个人的消费则是相对稳定的.暗示短期而言,对这2个对象征税可能有所差异.从长期来看对收入和对消费征税是一样的.
