不是说with放在最后容易引起修饰歧义吗？本来对with整个语法点都想放弃，但是最近老是碰到，看了ecsniffer的总结，稍微对结构有些了解，可是怎么用，完全没有概念：（

lz不要死扣某些小点，关键是要看清题目要考什么，从大方向入手，猜测出题者的意图

就从这题来说，看到mandate就要知道，如果接从句就要用虚拟语态并且省略should，这样就只剩下2个选项，whenever possible可以省略不看；然后看assure...of结构，那在of前的名词意思是确定的，用with简洁且没有歧义；a项的all...又加限制定语引起逻辑歧义

任何一种结构都没有绝对化的概念，有些所谓的公理放到具体题目中根本就不是同一种情况
