conditional offer

请问是不是有种conditional offer的?我这是不是呢?

本来想4月初再考一次托福的,目前看来4月的考场可能太迟了,考3月又没信心(上次只考了58)

"We have considered your application and came up with the following
recommendations:  We will hold your application until your next TOEFL
score comes in.  In addition the Graduate Admissions and Advisory
Committee would like to see you take an intensive English course. 
Should you pass the TOEFL and the English speaking test, we will admit
you if TA positions are available."
