and表并列，E中and后并列的成分有错，could severely strain 为动词，不可和empoyment并列，

"that, with double-digit unemployment, could severely strain"是定语从句,修饰depression,depression是could severely strain的主语.如果选E,Japan变成了could severely strain的主语,意思就不正确了.

根据大牛们的经验：logic>correct>idiom>parallelism>grammar！！！所以逻辑意思不能太离谱。GMAT和TOEFL完完全全不同，如果看不懂的话，有很多题目是没法做的！

我觉得不能,因为其实那个that是和后面的could联系着的,中间的with部分只是一个插入部分
