请教大家三个我不理解的地方

答案给的是D,这题看上去没什么思路,那位大哥能给我理一下么?
另外,in spite of 和 despite是否可以混用?

偶来乱答一下,大家再讨论讨论。
1、in spite of介词短语,作状语,这样前句就变成状语从句,主句的主语也是前句的主语,不通。所以,in spite of 错。 despite做连词,这样从平行对等上考察就可以了。因此最终选D.
2、can hardly be said to be at fault 的主语是什么?从这里切入。A、B都太乱了。D看起来就比较清晰了。
3、欧也不太明白~~,请高手指教。

I think the key of the first one is paralle structure.
massive federal subsidies to public transportation systems :major local efforts
is the perfect parallesm that ETS prefers.
massively, locally is not good here to be used.

some thoughts for your reference, may not be right.

3.

In C: sunspots appear (show up, you may or may not see it) on some place...never sighted (invisible) on other place.

Appear is a verb

e.g. a plane apprears in the sky, but it's awkward to say a plane is visible in the sky.

visible is adj, which normally modifies abstract noun, such as visible changes, visible solution, visible object .
