这里既然用in two decades，那么表示的该是将来式才对吧，怎么反而用完成试了呢？

in two decades 表示在近20年内，所以根据题目后半句的意思，是已经预计不能increase了，从而有后面的 ensure nutritional levels 的做法。

during two decades 这个20年没有明确范围，与 increased 的过去时态不符。

In sum up, due to above-mentioned aspects, I am apt to choose B.

我觉得这道题主要考的是时态，也就是说主从两个句子的时态应该一致，因为从意思上讲，都是持续到现在的动作，所以都用现在完成时，而during 表示的时间模糊，不好。
