这题得看懂句意，这里的no commitment to m hiring...指的是offer没这么着，不是action这么着。“这个offer仅仅是应付着充数。"（看到这个merely to fill就理解了这意思，具体不用细究）

这道题我上当了我还以为是fill sth. with sth...看到 fill with 结构所以不觉得错但是我也想了想逻辑上的意思用fill with翻译也能通啊望大牛指点一下
