but has anybody heard of 'if not more so'? what kind of structure is it? thanks

表示让步的状语从句?补全后是if the use of chemical pesticides in this country is not more extensive.......than ten years ago.

'so' can replace verbs, but it is the first time that i see it replace an adj.
