根据主谓一致的原则，应该用has而不是have,所以排除CDE。A错在不简洁 position on the deficit表明在赤字问题上的立场。

A&C中it的指代存在问题it 就可以指proposal也可以指Wilson administration.E中的they错误，不能指代Wilson administration应该用单数。B中it指代the Wilson administration,造成逻辑意思不通，Wilson administration不能被dropped。因此选C
GMAT中不爱用被动，所以被动的选项可以先不予与考虑，主动选相对的优先选。
