常考的一般现在时的三种用法：

除了第一条地球人都知道外，其余两条是新东方客堂听来的，无从考证。（若有NN来这里，请详加说明，谢谢！）

我的感觉：决定的事情，是发生在做决定这个时间之后，所以decide是过去时，that后用现在时是可以的，又如：

She has decided that she will be a doctor.前面是现在完成时，后面就用了将来时。

不对啊，那答案C不就能选了吗

个人认为at the recent session，表示一种瞬间的状态，即在那个会议上政府觉得如何如何，这个需要过去时好一些。完成时更强调一种从过去到现在。

至于后面，因为D has a need of肯定不对，所以只能选B。这种NEEDS可能就是楼上说的是政府法规之类用现在时吧。但是如果一开始就用以前学过的什么过去时从句必须用过去时的某种时态的话是非常容易错的（尤其是在快速做题的时候）
