1.The filibuster, a parliamentary device that slows the snail's pace that prevails even in the best of times in congressional sessions and tests the endurance of everyone associated with it, seems more and more an anachronism in the age of telecommunications.
画线部分就是正确选项，请问tests前为什么不加that？是不是考虑到可能会引起tests与slows对应还是与prevails的对应的歧义？什么情况下and 后面要加that作为定语从句的并列？

test就是和prevail平行的，这道题用逻辑关系考虑吧
因为prevail和test是先后发生的，有因果关系
先是prevail，然后才引起了人们受不了它（tests the endurance of everyone）。
加了that以后这种因果关系体现不出来了
