version 2.0 TWE019 Should governments spend more money on improving road and highway, or should governments spend more money on improving public transportation? The main purpose of the government is to allot the scarce resources in order to meet the unlimited demand. When improvement on both highways and public transportation is necessary, which one is the priority? Some people argue that strengthening the highway provides solution to the traffic congestion; others consider highway the symbol of a modern city. However, in my view, public transportation deserves the funds more from the perspective of traffic, environment, and personal convenience. Firstly, improving the public transportation will help to relieve the troublesome traffic jam. More and more people are trapped in congestion during the rush hour, muttering that they’ll be late for work or even miss an important appointment. Some suggest improving the road. However, this will only encourage people to drive cars instead of taking bus or subway. Since the road condition is better, people will naturally consider buying new cars. More cars, more serious the traffic jams will be. To make things worse, continue efforts are still being made to widen or lengthen the highway. All this will do nothing but lead to a vicious circle. Sounds terrible? Then the only way to solve the problem is to make people to drive less, and to take bus or subway instead, and an improved public transportation will attract people to do so. Obviously, when more and more people give up driving, the traffic pressure will naturally decrease, and at that time, even no improvement is made on highways, traffic congestion won’t occur either. Better public transportation will also help to reduce the pollution problems including air and noise pollution. According to scientific research, the fumes sent out by car contain several kinds of harmful substance, which may lead to chronic respiratory diseases. Furthermore, the sounds of the horn will disturb the nearby residents. Unfortunately, with the rapid development of the modern city, the pollutions mentioned above seem to be unavoidable. However, a small change of life style, like giving up driving and turning to bus or subway, may at least relieve the pollution problem to some degree. Besides, public transportation is more convenient. You don’t need to worry about being late for work or miss an important appointment; you don’t have to look for a parking lot desperately when coming to the restaurant; you will even save a considerable sum of money on maintaining your beloved cars! As we can see, public transportation is more constructive in solving the traffic jams, more convenient to life, and more environment-friendly. Government should consider strengthening it first under the finite funds.
