答案给的是E。但是for明显出在first of all 前面，如果e 是答案那原句就成了A recent ...editorial criticized for second for failing to do.岂不是口吃英语也可以成为标准答案。

我在做这一题，首先根据句意把三个代for 的剔除。剩下的D C,明显D好。

我的看法：
first of all 和second 都是插入语，看句子主干时先跳过不看，原题是:

A recent New York times editorial criticized the city’s election board for failing to replace outmoded voting machines prone to breakdowns and for their failure to investigate allegations of corruption involving board members.

根据平行结构的要求，只有E是对的。至于second的位置，根据英语的习惯用法，插入语前如果是and, but 则逗号放在conj. 前面而不是后面.

A recent New York times editorial criticized the city’s election board for, first of all, failing to replace outmoded voting machines prone to breakdowns ,and (,)second, for failing to investigate allegations of corruption involving board members.

并不是你说的口吃英语 hehe.

谢谢，知道你们要表达的意思，不过我还并不是十分信服。

关于插入语可以随便放在那里这一条我不清楚，OG里面说过吗，或者还有其他的题目可以作证。我知道的是即便是插入语，也要离要修饰的跃近越好。

first of all, second在此我认为应该表示列举。如果还有一个答案F是second, failing to,你们觉得还应该选E吗？

为什么上来就把带FOR的选项去掉呢？KAPLAN告诉我们一个方式是，先比较选项差异，看考点在那里，这道题，说绝对了点，根本不用去考虑SECOND的问题（或者最后考虑），第一是平行结构。C、D的那个THAT从句似乎找不到它在修饰谁，而且从平行结构看，应该是两个介词短语的并列。FOR是可以省，但是并不是有了就一定错。其实从平行结构，第一个要看的是E，发现E在意思上也比较合理，就选。

This is a sentence needed to comllete the parallelism ,so another "for failing to" should be added after "second". It is a problem of little or no relevance of parenthesis. I think you will be more familiar with parallel structures in english as you encounters more such sentences.

问个关于first,firstly的问题

LZM在这道题的解释里说，“firstly, sencondly, thirdly这种用法已经很少见了，而代之以first, second, third做副词放在句首。在写作时尤其要注意。”

以前从来没听说过这个论调，还是我已经太out啦？上来向NN求证下。。。
