说一下第一题吧

1a中that修饰的是programs，合理。 which指social security等，对这些负责恐怕不合理吧

2 responsible for 这个固定搭配不应该分开吧

第四题是介词短语修饰问题吧

DE on earth 修饰的应该是indication , 而不是ABC那样修饰谓语动词
