（c）选项中the sale to other counties of any chemical 怎么觉得不对，应该是the sale of any chemical 才对啊，to other counties 加在sale和of之间感觉很怪。

（a）选项为什么不对呢，directive是一个指令，后面的that从句应该用动词原形吧？没有问题啊
