这道题就是选B，关键看逻辑意思，你想想看avoid的主语是谁？aspirin?stomach?显然一下就能把A，D，E排除，真正的主语应该是irritation,which can be avoided.

首先明确一下习惯用法：suggest .... as ....很多动词比如说think,consider,character,都可以这么用。
这道题还是要从逻辑意思角度来看，原意是把the penitentiary 作为 a reform of the penal system，而并非 把the penal system reform 为 penitentiaries，你看对否？另外，the penal system reform 和 penitentiaries在“数”上也不一致 |
