The answer is B. There seems to be nothing wrong with B, but what's the problem with Choice C i chose?

"plan to protect" looks better than "plan for protecting"???

except for that, is there anything ungramatical in C?

我觉得intending前面有逗号隔开后，逻辑主语就不清楚了，是step还是they，or politicians?

yeah, agree, C is really wordy even if it is grammerly correct.

BTW. what qualify a "Hao Ren"?
