A is the best

"industry’s cost to meet..." in A is idiomatic; "industry of meeting" in B and C is awkward, hereby both these 2 options can be eliminated.

by the end of the decade 似乎应该是将来时的一个标志

于是就直接选了B

在这个题中， by the end of the decade 可以用来修饰2个概念，cost or price.As we know, the cost won't change so much, but rather the price are changing all the time, so I think that the time ( by the end of the decade ) will be used to modify price. It means the cost will be 10% of the price by the end of the decade.

另外C强调了时间，到了什么时候。。。。。

题目的中心时价钱的比较，有点改变句子重心的感觉

但是说句实话，C很容易被选的，的确比较清楚，就是时态不过关

包括：A,C,E

            to the United States petroleum industry（可以放到后面去）
            of meeting environmental regulations
            will be ten percent of the price per barrel of refined petroleum.
