我认为D也很对，可我的问题是：像这种介词短语（among…）做宾语的情况，有没有类似“在能倒装的情况下，倒装优于不倒装”的原则呢？

首先，Ｂ项中，不应该是the cost to meet regulations么？

另外，E有什么问题？

1.C的问题是，同位语没有紧邻修饰对象，造成修饰模糊。对于MM说的原则，我认为不可取，一切还是要从逻辑意义出发考虑。但是全句划线的情况倒装的正确率MS蛮高。
