在D和E里选时

我的思路(根据石林上课时讲的):因为the establishing 是动名词加the 就为名词了,而名词优于动名词D 所以我毫不犹豫的选了E 但是......

从未划线部分判断，并列的第三个元素是 requiring commercial fishers to have federal shark permits，所以前面两个元素都应该是V+ing。

当然，加the有加the的作用，需要名词的时候可能就需要有the的成分。看语法规则要结合具体句子的需要，不能死记硬背哦！
