Choices A, B, C, and D contain tense errors (the use of was never applied with has been required in A, for example), 解釋說ABCD都有時態上的錯誤！ABC的我懂～但D的時態錯在哪？has never been及is required都與正確答案E選相同～請問D的時態錯誤在哪？？哪位強者來幫忙

D错在连词whereby多余，因为本句为介词短语＋主句，介词短语位于句首修饰主句主语congress。如果congress之前加上连词whereby，整个句子没有主语(一个句子中必须包含主谓结构)，因此错误。D的时态没有错误

我也碰到这个问题。正确答案写的是E，但是E的前半段直接用句号结束，这样整句的前半句不是不完整了么？请赐教！
