RIGHT:
She THINKS OF them AS heroes.
She IS THOUGHT TO BE secretly wealthy.
WRONG:
They ARE THOUGHT OF BY her AS heroes.
She THINKS OF them TO BE heroes.

yes

think sth as sth （the two part should be noun） products as substances

to be is incorrectly used here
