请教，it should be "has" or "have"?

这是2004年VOA里的一句话，我觉得逗号后面的has 应该改为have，我认为它是“Americans”的谓语，与前面的have是并列的。

麻烦各位高手指点一下，如果不是，请指出has是谁的谓语，整句该怎么翻译，谢谢！

He says Americans have come to accept that their nation is at risk, and with that acceptance has come the ability to focus on other matters.

倒装。Has come the ability to... -> the ability to .. has come.

谢了,兄弟! 再问一下: 如果是倒装的话，那and前后是并列的两个句子了吧，还是省略了某个使两个句子成为从句的连词？谢谢！

and with that acceptance句中的that我觉得是指美国人接受这件事

原文句意是:

他说美国人已相信他们的国家处境危险，并且随即接受已经变成集中于其它事情的能力。

我觉得本句后面使用has是因为主语是acceptance(单数),为何会有倒装的情形

倒装的前提是否定副词放句首或Among放句首…etc, 这里何须有倒装???

经aladin牛牛的提示，我查了薄冰语法，倒装有一种情形是：介词短语+verb+主语。

但我还是想确认一下“ the ability to focus on other matters has come with that acceptance”是否与“Americans have come to accept that their nation is at risk”是并列的？抑或他们之间存在从句关系？
