MCGILL MBA - TOEFL

following is Mcgill mba requirement to Toefl,

it may be no requirement if you have more than 3 ys landed immigrate ??realy?

Canadian citizens or applicants with at least three years landed immigrant status may request a TOEFL waiver. Applicants who are not Canadian citizens and whose mother tongue is not English may be asked to demonstrate an English language competency beyond the submission of the TOEFL score.
