7. There is only one noun is in pl. format, or 'victims'. So they can not refer to any other things except ''victims'.

15. "nearly a century of case-by-case adjudication ", this is the clue.

17. We can not say 'over a dispute', however, 'in a dispute' is better.

18. If we see the sentence like that "The influence of modern European architecture is nowhere in Prakta more apparent than in its government buildings.", maybe better.
